Introduction

Human resources play a key role in setting strategic objectives, monitoring and analyzing the external environment, supervising internal operations, measuring efficiency, and assisting in increasing productivity. Many organizations have declared that their human resources distinguish them from their competitors, as they possess unique strategic value. Therefore, these organizations seek to attract, retain, and keep their employees competitive with their counterparts in other organizations.

Knowledge management has become one of the strategies adopted by various organizations to improve their operations by helping them develop their ability to keep up with developments, discoveries, and innovations in an era witnessing a knowledge revolution accompanied by a revolution in information and communication technology. All of these have contributed to radical changes in various aspects of the life of societies and organizations. Al-Kubaisi (2004) affirmed that the failure and demise of various organizations are due to their mismanagement of available knowledge, their inability to deliver it at the right time, or their failure to feed and update it after storing it. One of the most significant mistakes organizations make is storing knowledge and not delivering it to those concerned and beneficiaries internally and externally. This includes not employing shared knowledge, which causes differences and variations in interpretation by employees, and the misconception that computers are where knowledge is stored, not in the minds of humans, and neglecting tacit or implicit knowledge that can be derived from explicit and declared knowledge according to the principle that not all that is known is said.

In this context, the study focuses on presenting the importance of human resources in enhancing knowledge management and how to exploit it in directing this knowledge.

This study derives its importance from the significance of clarifying the concept of human resource strategies and their role in enhancing knowledge management.
