The role of e-government in enhancing human resources performance.

Introduction:
As a result of the rapid developments in the current era, technology has become a fundamental requirement. This necessitates the introduction of various modern methods that can have a significant impact on the administrative field. These methods must be characterized by the ability to control dynamic changes and continuous evolution. Technological transformations in the late twentieth century led to various changes in human and technical aspects, giving rise to what is known as e-government. E-government relies on digital technology, shifting its operations from paper-based to electronic networked work. This transition requires the development of human capabilities and subjecting them to specialized training in the field of e-government management.
Considering the effective role of human resources in executing activities within organizations, there is a significant trend towards adopting electronic methods that can contribute to accomplishing tasks more quickly and with less effort. Since employees are the fundamental pillars of an organization, representing the real tools to achieve its goals within a work environment that facilitates task fulfillment, performance levels are determined by understanding employees' efforts, capabilities, and awareness of their assigned tasks. Given that performance is closely linked to employees, organizations strive to channel most of their efforts and utilize various means to improve this performance. The importance of this lies in its role as a key determinant of productivity efficiency, necessitating organizations to adopt more effective methods and policies to achieve their goals for adaptation, sustainability, and continuity.
Research Problem:
This study revolves around the role that e-government plays in improving human resources performance within organizations. This topic is considered important and contemporary, attracting attention in various scientific circles. Due to differences in opinions regarding the importance of e-government and its positive or negative impact on improving human resources performance, the main research question can be formulated as follows: "What is the role of e-government in improving human resources performance?" To answer this question, several sub-questions can be formulated, including definitions of e-government, its characteristics, objectives, requirements for implementation, steps involved in its application, challenges facing its implementation, the definition of human resources performance, factors influencing human resources performance, and the role of e-government in improving human resources performance.
Research Significance:
The scientific significance of this study lies in its attempt to explore the theoretical mechanisms and dimensions that address the topic of e-government and its relationship with improving human resources performance. The practical significance at the organizational level is that the study can contribute to enlightening administrators and those interested in developing administrative work. This study helps raise awareness about the nature of the e-government concept and its various dimensions, as well as the potential role it can play at the organizational level.

2. Provide a detailed study of the nature of human resources performance and the key factors contributing to its improvement.
